If you were previously using a VROC key, but it became inactive after the DC-SCM replacement.
The VROC license is bound to the motherboard, if you only replace the DC-SCM, you should be able to reactivate the VROC functionality simply by re-uploading the key.
If your system was purchased through CTO, you can request the service personnel to provide the VROC key backup file.
